Following the issue that recently went viral through social media including Whatsapp in regards to the football sports development, the Ministry of Culture, Youth and Sports informed that the Ministry continues to be committed in creating the best environment for sports development in order to achieve national excellence in competitive sports, sports development and society well-being in line with the Ministry of Culture, Youth and Sports' Strategic Plan.
The Ministry takes note that every association has a constitution and allocation for the process of appointment and selection of position holders which are evaluated and selected by the members of the association without interference from outside parties. In this regard, the Ministry reminded that every appointed position holder in each association registered under the Society Act Chapter 203 in Brunei Darussalam or Registrar of Societies, ROS must uphold good governance and implement it with transparency and integrity in terms of recruiting association members, selecting athletes, appointments and financial expenses.
In this regard, any elected position holder must bear with the responsibility with full trust and practice the principles of transparent management and good governance as well as accountability. Each association, in accordance with their respective constitutions, must submit an audited financial report every year to the ROS and any queries in the audit report must be answered and any issues as well as matters raised in the audit report must be investigated in detail by the relevant parties to avoid any conflict with the financial regulations of the associations. If it is found that there is any violation of the financial rules or the constitutional rules of the association, appropriate action should be taken. This is to prevent sports activities and athletes from being affected and also to protect the country's image on the international stage. The matter is not only unique to Brunei Darussalam, but also a practise applied by other countries that requires registered associations to comply with established governance standards and submit the financial report when required including associations that are affiliated with international sports organizations.
Integrity is a basic principle that must be firmly held by all associations in the country, no matter in the field of sports or in other fields. It is a key pillar in building public trust, maintaining credibility, and ensuring transparent as well as fair management. The Ministry of Culture, Youth and Sports will always support all associations in the country in their efforts to ensure that integrity is a central value in their governance.
