Among the participants include one thousand personnel from the Ministry of Defence and RBAF as well as their families, led by Yang Berhormat Pehin Datu Lailaraja Retired Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohd. Yussof, Second Minister of Defence. Also participating were Major General Pengiran Dato Seri Pahlawan Aminan bin Pengiran Haji Mahmud, Commander of the RBAF, Retired Captain Dato Paduka Awang Abd Rahman bin Begawan Mudim Dato Paduka Haji Bakar, Permanent Secretary at the Ministry of Defence, Service Commanders, Deputy Permanent Secretaries, senior officers and staff from the Ministry of Defence and RBAF.

Several non-government organisations also took part in the programme such as the Radio Control Boat Race Association (racobra). Such an activity will not only contribute to the development of a sporting culture in the nation, but at the same time, strengthen national unity through community involvement as a whole. As part of the wider efforts to ensure the safety of members of the public, the organising committee has placed strong emphasis on safety measures and precautions including the use of lifejackets, especially for those partaking in the water-based activities.
