Mandatory Replacement of Electricity Prepaid Meters

The Department of Electrical Services, DES and DST Network Sendirian Berhad, DSTN informed the public on the Token Identifier, TID Rollover and replacement of electricity pre-paid meters to Unified Smart Metering System, USMS Smart Meter.
TID Rollover is a global event that will take place on Sunday, 24th November 2024, and will affect all similar meters worldwide. These meters will need to be replaced before 24th November 2024 as the system that runs the credit tokens will run out of numbers at this time and the existing meters will stop accepting credit tokens.
Following the event, customers including in Brunei Darussalam that are still using STAR, INHE and PLESSEY meters will not be able to top-up their prepaid meter and will experience power disruption. Under the ongoing project for replacement to the USMS Smart Meters that have been introduced since October 2022, these USMS Smart Meters do not run on a tokens-based system and will therefore not be affected by the TID Rollover.
Hence, all STAR, INHE and PLESSEY meters will be replaced to USMS Smart Meters as soon as possible to avoid power disruption. In this regard, DSTN and DES will roll-out a Mandatory National USMS Smart Meter Replacement Programme to ensure continuous electricity supply to all the customers. During the replacement, any electricity token balance in the existing prepaid meter will be transferred to the smart meter account within three working days. The swapping of existing prepaid meters is free of charge and there will be no changes to electricity tariffs.
DES and DSTN requests and calls on the public to give full cooperation to DES and DSTN to the scheduled replacement works under the Programme.
