His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in a titah gives consent to the establishment of the 'Manpower Planning And Employment Council (MPEC), to handle the country's unemployment issues efficiently, transparently and effectively. This includes fostering cooperation with education industries to ensure local university and technical education graduates are 'employable'.

In a titah in conjunction with the New Year of 2020 broadcast to the nation yesterday evening, His Majesty also touches on several matters including Entrepreneurship Guidance and Assistance to  Monthly Welfare Aid Programme able-bodied and able-to-work recipients, Digital Era of the Fourth Industrial Revolution, Economic Improvement especially in the field of 'Food Security' and exploration of the Blue Economy. In the Titah, His Majesty also emphasises the importance of peace and prosperity to development similar to one which the country enjoyed throughout 2019. His Majesty says without peace and security, development will be hindered and plans or efforts towards realising the Wawasan will also be impeded.
