Humanity & Inclusion Launches First Ever Mine Action Project In Phongsa

(KPL) Humanity & Inclusion (HI) completely official opened and oriented of the Resilient Integrated Mine Action (RIMA) project in Phongsaly province in the first phase.
On October 3, 2022 at Khoua district’s financial office, Phongsaly province, Humanity & Inclusion (HI) in the Lao PDR organized the official opening ceremony and Memorandum of Understanding (MoU) kick off project oriented of the Resilient Integrated Mine Action (RIMA) project in Phongsaly province.
As the first ever mine action operation in Phongsaly, the project was funded by Ministry of Foreign Affairs of Netherlands (‘BZ’) with two years project operation (Since MoU approved tills31st August 2024).
At the official opening ceremony, MoU kick off meeting and MoU project orientation of a new RIMA project was participated by National Regulatory Authority (NRA) and relevant officials.
This meeting was chaired by Mr. Thonglao Vonginkham, Deputy of Department of Phongsaly Provincial Labor and Social Welfare and Mr. Chomyaeng Phengthongsawath, Director General of NRA. Within this meeting, it was attended and witnessed by Mr. Reinier Carabain, HI Laos Country Manager and other representatives from Implementing Management Committees (IMC), Provincial IMC, District IMC and HI project staff.
The project is contributed to achieve the National strategy of UXO sector by using comprehensive approach for reducing the impact of UXO in Khoua and Mai districts, Phongsaly province, Lao PDR. The project Explosive Ordnance Exposal (EOD) will support and complete Technical Survey (TS) 793,750 m2 and Area Clearance (AC) is 200,000 m2 in 21 target villages.
To ensure that 100% of UXO will be destroyed by Roving Tasks and cover all villages for both districts. A project integrates Explosive Ordnance Risk Education (EORE) by raising direct awareness of the risks of landmines and other EO to benefit for 4,563 people in 21 target villages (84 RE session times and 4 times per village), including training of teachers on UXO curriculum in primary schools for 25 primary teachers, and safety briefings of organizations working in contaminated areas for 60 Community Safety Focal Persons (CSFP).
The project is not only focusing on Technical Survey and Area Clearance, but also value and providing the direct support to 50 victim people/UXO survivors/People with Disability (PWD) through Victim Assistance (VA) activities to ensure that those people are able to access to health care, mental health and rehabilitation services based on the prioritization and VA’s guidance of HI.
HI will support First Aid training for 40 CSPFs to increase their skills and knowledge to ensure that those CSPF could support to respond for emergency case of any accident happen in their communities and they can provide the First Aid support to the victim persons on time for saving their life.
