The Civil Service in ASEAN countries play an important role in the people-oriented progress of the regional grouping where all sectors of the community are encouraged to also have a role and benefit from the integration and development process of the ASEAN Community.

The matter was stressed by Yang Berhormat Pehin Datu Lailaraja (Retired) Major General Dato Paduka Seri Haji Awang Halbi bin Haji Md Yussof, Minister of Culture Youth and Sports of Brunei Darussalam, at the 17th ASEAN Socio-Cultural Community. ASCC Council Meeting in Iloilo City, Republic of the Philippines. Speaking at the Plenary Session, Yang Berhormat Pehin added that the Civil Service acts as an instrumental catalyst and innovator of the country's progress in the economy, human capital development, tackling socio-economic imbalance, improving and maintaining the quality of life and strengthening the enforcement institution and capacity.

In this regard, Yang Berhormat Pehin welcomed the confirmation by ASCC Ministers of the "ASEAN Leaders' Declaration on the Role of Civil Service as Catalyst for Achieving ASEAN Community Vision 2025" which will be forwarded for endorsement by ASEAN Leaders during the 30th ASEAN Summit Meeting to be held in Manila in April. The 17th ASCC Meeting was chaired by Her Excellency Dr. Judy Marigomen Taguiwalo, Secretary of the Department of Social Welfare and Development of the Republic of the Philippines.
