Foreign Workers License (LPA) to Introduce New Payment Deposit System

In its efforts to support the intention and the government's mission to increase their commitment in improving the business climate, the Labour Department implemented a number of changes and procedures in the payment deposits on hiring foreign workers. This is aimed to reduce the burden on employers in bringing foreign workers to the country.
In conjunction to the event, The Department of Labour under the Ministry of Home Affairs conducted a Roadshow to officiate the Renewal Process for Foreign Workers (LPA) which was held at the Muhibbah Hall at Old Airport Berakas. A briefing by Takaful Foreign Workers Insurance ( JITPA) was held during the event.
The JIPTA roadshow discussed on policy and regulations regarding payment deposits on taking foreign workers. The talk was delivered by Financial Officer at the Labour Department, Dayang Asiah binti Ibrahim. The talk focused on the JIPTA’s, an important process that should be done before obtaining a license (LPA).
The LPA is a new process introduced by the Labour Department, specifically for applications to gain permission to bring the foreign workers to work in the private sector. This is an integration of the application of foreign workers recruitment license and work permit support process into one process. The LPA has been carried out since October 2016 for new license applicants.
According to Dayang Aisya, the changes using JIPTA will include a payment deposit in cash form as well as a bank guarantee. The payment deposit amount will be reduced to a lower and reasonable rate. She also stated that the change in process of the deposit payment was implemented back in September 2016.
She clarified that for payments made starting 1st September 2016, the amount of payment deposit for the process of taking foreign workers including domestic helpers would be the new implemented amount. For employers who are planning to hire foreign workers can contact registered Insurance Operator to get more information regarding JIPTA. She added that Takaful Brunei Am Sdn. Bhd. (TBA) and Nasional Insurance Company Sdn. Bhd. are registered companies that have such insurance available.
The refund application will be available in 9th January next year. This will be available to employers who wish to withdraw their deposit payments from government accounts.
She added that for employers who wish to renew worker’s license, the payment deposit can be refunded from the government account when the quota’s license is cancelled.
