​His Majesty's titah also stresses on the need for village heads and penghulu mukim to be proactive in finding out for themselves the difficulties of the village residents.

​His Majesty in the titah says that proactive steps to monitor or seek out individuals who are eligible to receive the zakat, is a logical matter, in view of the fact that there are people who may have difficulties in coming forward due to certain reasons such as senior citizens who are unable to apply for it.

Another matter raised by His Majesty was zakat. The issue raised on zakat applications was also touched upon in His Majesty's titah.
