​His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam; and Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam, began a State Visit to Malaysia and attended the Official Welcoming Ceremony; Courtesy Call and State Luncheon with His Majesty Seri Paduka Baginda the 16th Yang di-Pertuan Agong of Malaysia, Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah ibni Al-Marhum Sultan Haji Ahmad Shah Al-Musta'in Billah; and Her Majesty Seri Paduka Baginda the Raja Permaisuri Agong Tunku Azizah Maimunah Iskandariah binti Almarhum Al-Mutawakkil Alallah Sultan Iskandar Al-Haj. Accompanying His Majesty and Her Majesty Duli Raja Isteri was Her Royal Highness Princess Hajah Masna, Ambassador-at-Large at the Ministry of Foreign Affairs. The Official Welcoming ceremony took place on 3rd August 2023, at Istana Negara, Kuala Lumpur.

Upon arrival, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty Duli Raja Isteri were welcomed by His Majesty Seri Paduka Baginda the 16th Yang di-Pertuan Agong of Malaysia and Her Majesty Seri Paduka Baginda the Raja Permaisuri Agong; and Yang Amat Berhormat Dato' Seri Anwar bin Ibrahim, Prime Minister of Malaysia and wife, Yang Amat Berbahagia Dato' Seri Dr. Wan Azizah binti Wan Ismail.

The ceremony began with His Majesty proceeding to the Special Dais to receive the Salute of Honour to the accompaniment of the National Anthem of Brunei Darussalam and the National Anthem of Malaysia and a twenty-one gun salute. The ceremony continued with the inspection of the Guard of Honour mounted by members of the Royal Malay Regiment.

His Majesty and His Majesty Seri Paduka Baginda the 16th Yang Di-Pertuan Agong proceeded together to the courtyard of the Istana Negara for the planting of a Simpor Tree. The tree planting ceremony was to commemorate His Majesty's State Visit to Malaysia, which reflects the deep family ties long enjoyed between both countries.

His Majesty and Her Majesty Duli Raja Isteri were then introduced to the Malaysian dignitaries and foreign envoys in Malaysia, followed by the introduction of members of the Brunei Darussalam delegation to His Majesty Seri Paduka Baginda the 16th Yang Di-Pertuan Agong of Malaysia; and Her Majesty Seri Paduka Baginda the Raja Permaisuri Agong.

Following the Official Welcoming Ceremony, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty Duli Raja Isteri attended a Courtesy Call with His Majesty Seri Paduka Baginda the 16th Yang Di-Pertuan Agong of Malaysia, and Her Majesty Seri Paduka Baginda the Raja Permaisuri Agong where both leaders among other matters discussed the close and friendly relations as well as excellent bilateral cooperation between the two countries. His Majesty and Her Majesty Duli Raja Isteri were presented with and named a new Orchid hybrid on the occasion of His Majesty and Her Majesty's State Visit to Malaysia. The Orchid was registered as 'Papilionanda Queen Saleha'.

After the Courtesy Call, His Majesty and Her Majesty Duli Raja Isteri attended a State Luncheon hosted by His Majesty Seri Paduka Baginda the 16th Yang Di-Pertuan Agong of Malaysia, and Her Majesty Seri Paduka Baginda the Raja Permaisuri Agong. At the State Luncheon, a cultural performance was held to celebrate the State Visit of His Majesty and Her Majesty Duli Raja Isteri to Malaysia. Before leaving Istana Negara, His Majesty and Her Majesty Duli Raja Isteri were bade farewell by His Majesty Seri Paduka Baginda the 16th Yang Di-Pertuan Agong and Her Majesty Seri Paduka Baginda the Raja Permaisuri Agong.
