BANDAR SERI BEGAWAN

The Brunei Government is introducing efforts to preserve and promote social welfare, in order to maintain social functioning, said Yang Berhormat Pehin Datu Lailaraja Major General (RI d) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, the Minister of Culture, Youth and Sports, on the state and development of Brunei's social health.

The minister was speaking at the recent 9'h Asean Ministerial Meeting on Social Welfare and Development (9t AMMSWD), in Jakarta, Indonesia, on September 29-30.

Social welfare, said the minister, "is primarily aimed at those in need, based on five core values of preservation, rehabilitation, prevention, development and integration. Children, special needs people, senior citizens, dysfunctional families, the underprivilleged and disaster victims are the target groups for creating such an environment, or situation, that allows them to enjoy their rights as citizens and
reach the maximum possible level of security".

At the Meeting Retreat, ministers from Asean member countries also discussed urgent social issues and how leadership could provide solutions to them.

Carrying the theme,`Strengthening Social Welfare Development in Pursuing Asean Community Vision 2025', the meeting witnessed ministers ratifying the 2016-2020 Action Plan for rapid progress and achieving satisfactory levels of life for the Asean Community to prosper in a peaceful region.

The meeting was chaired by Khofifah Indar Parawansa, the Republic of Indonesia's Minister of Social Affairs.

Meanwhile, at the 5'h Asean Ministerial Meeting on Social Welfare and Development Plus Three (5th AMMSWD + 3), Yang Berhormat  Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi conveyed his thanks to the People's Republic of China, Japan and the Republic of Korea for their continued support in carrying out projects and cooperation programmes that have benefited Asean.

A speech from the Minister of Culture, Youth and Sports was read out by Brigadier General (Rtd) Yang Berhormat Dato Seri Pahiawan Haji Yussof bin Haji Abdul Rahman, the Ambassador of Brunei Darussalam to the Republic of Indonesia, in which the minister said that the social welfare efforts in the People's Republic of China, Japan and the Republic of Korea should serve as an input for each of their country's respective social welfare policy.

Although some Asean countries are seeing progress in social welfare, said the minister, "they are still behind expectations, but the determination of Asean to give its people prosperity, health and peace, has driven the motivation towards the fulfillment of the material, spiritual and social needs of the citizens in order to live, be proficient and able to develop themselves so that they are capable of functioning well in society."

The minister' speech concluded with the statement that Brunei Darussalam is committed to working within Asean towards achieving these goals.
