Of late the Land Transport Department is very much preoccupied in introducing or about to introduce new laws: there is the controversial rule on licence plates, there is the Demerit Points, drafting new laws on the licensing of motorcycles, the department is now targeting car accessories and there is now an idea being mooted to have driving schools especially for heavy motor vehicles, and don't forget the department is thinking of retesting the 70-year-old drivers. The awarding of scholarships has evolved over the years. Naturally, the awarding of Government Scholarship is the dream of every potential student who wishes to pursue his/her career of choice. On offer and during interviews these potential students make solemn promises to study hard, follow the rules and regulation as stated by the awarding bodies, be it the Ministry of Education or other ministries. This was really a great disappointment as it turned out that the organiser too stood a chance to win. It is truly the first time a company has dared to allow such unscrupulous act.

I read with great interest the end of the recent LegCo meeting. However, it occurred to me that there were still some unresolved issues from last year.
