Calls For Innovative Culture In Civil Service

Tutong - Raising the level of quality assurances and innovativeness of projects and schemes organised by respective ministries should be among the consideration of civil servants to increase the efficiency of development in the country.
This was the observation made by Hajah Siti Mariana bteAbdullah, Senior Management Service Officer at Management Service Department, at the Civil Services Excellence Awards Roadshow Tutong District Level yesterday.
Over the years, a number of projects have helped the growth of local development in the country, and the Civil Services have made an impact towards this based on the completion and success of these projects.
But calling on a pressing issue that could be viewed in the eyes of the public, by producing quality and prestige, these individuals or groups, can outdraw any existing problems or concerns.
Government agencies with leverage by ministries, and responsible to the initiation of the projects, must be observant and reactive to changes and be creative about new findings and discoveries to reinforce the issue of quality.
Whilst on site, project partners or planners should preserve the adequacy of being able to complete the job and to be able to upgrade or improve their work. Complacency and lack of commitment are possible causes to the inactivity of projects and programmes as well as a drop of quality.
"All levels of government servants in this district need to be given continuous encouragement and support in upgrading the appreciation and innovative culture in the Civil Service," said Dyg Hjh Hindun, Director of Management Services Department.
In addition, projects decision-makers and those carrying the load of it should expand their creativity, thus setting a benchmark on both quality and innovation. She also explained that while exerting a strong drive for the delivery of the projects, they should make inputs to the process, while pushing themselves as far as possible to ensure the rise of quality.
"This Civil Service Programme is also part of the strategic government initiatives in taking steps to be carried out in an effective way," she said. The work of Civil Services should be taken courteously and projects should be done in order and taken into account the formalities and their initiatives of areas needing investigation.
The opening up of projects from various ministries will be awarded for their excellence on their establishment to address the concerns of infrastructure and regional developments such as technology or agriculture.
The Civil Services have beeninfluential and rapidly progressing in the country since the initiation of the Civil Services Excellence Awards programmes in 1993. With this footprint of excellence embedded in previous winners, the new candidates for the upcoming year can learn from this progress by placing a strong focus and commitment to their initiatives and creating awareness of raising quality services.
Meanwhile, in her opening remarks at the roadshow, Dyg Hjh Hindun binti Dato Paduka Haji Noordin, Director of Management Services Department, acknowledged that there is still room for improvement with regards to the passion and commitment of various ministries and government departments.
This concerned the fall of a number of projects in the 2006 Civil Service Excellence program although there was a noticeable rise in 2008. Over 120 projects have been enlisted as candidates of the Civil Service Excellence program since it was first established.
It was also hoped that the event would highlight projects that can set exemplary standards with overall conduct As of 30th April 2007, by mandate of the Prime Minister's Office, the Prime Minister's Circular numbered 7/2007 was released emphasizing that from 2008 onwards every ministry is required to nominate at least one project for each category in the future.
Also present at the event was Hj Mohd Suffian bin Hj Bungsu, Acting Tutong District Officer, senior officers and staff of government agencies in Tutong District. To conclude the informative roadshow, a Q&A was held. -- Courtesy of Borneo Bulletin
