The thing is the government doesn't have much desire or commitment to do so, else Brunei's relations with much of the world especially the Western powers is better than Malaysia's. Some say taking back Limbang will cost Brunei heavily as it needs to develop the whole area, like West Germany needs to reconstruct East Germany, but it makes Brunei 'whole', it connects the main part to Temburong. Did I also mention Limbang has huge fertile estuary perfect for farming?
The authorities do not want to face the questions about citizenship/nationality, the different political system Limbang has been under all along, development progress (since they already can't properly develop Brunei), etc. They are as usual, not ready to face the challenges. Nice to discuss, actually I haven't heard 'the Supplementary Agreement of 1905/1906 that constitutes a silence acceptance of current territorial border at that time'. May be you can show me the article about this later. What I heard from the history that the Rajah Brooke Dynasty had gobbled up plenty of Brunei's territories including that of Limbang which was taken forcibly in 1890 and split Brunei in two. Yes, UN has not been setup in 1890 but Limbang is taken and controlled by Sarawak (Malaysia) until now 2009, so now this way is not allowed by UN because Limbang is still under dispute area. Limbang is still part of Brunei, there is no border between Brunei and Limbang.

To Ahmad, the treaty of protection 1905/1905 signed with Britain implies Brunei accepted the 'current status' at that time. If you don't recognize something you dont sign an agreement with them. It's like China never sign any treaty with Taiwan till now as each doesnt recognize each other, any contact can be interpreted as recognition. Any treaty signed between both would imply China recognize the sovereign rights of Taiwan. Similarly, Brunei at that time signed the treaty of 1905/1906 allowing British resident to advise on internal and external affairs. The 'external affairs' here is the word. It means silently accepting the border at that time. When a treaty is signed, it has the meaning of "with effect from now/today", and anything happened in the past is considered 'solved' or 'settled', at least its the mentality and how the treaty system worked at that time.
Charles Brooke was a British, whom, like Cecil Rhodes (who on other side of the world, seized Zimbabwe & Zambia), swore loyalty to Queen Victoria. The intention of the British was certainly to sign a treaty as soon as possible pronouncing all past matter 'closed' and began a new chapter based on the status quo.
