Dept Explains Vehicle Registration Delays

Bandar Seri Begawan - The Land Transport Department (LTD) regrets to learn that the public perceives the new vehicle registration measures to be less efficient than the previous system as it is taking more time than usual to have their vehicles registered.

This statement came in response to a report published on May 25 entitled "Vehicle registration hits a roadblock" which pointed out issues faced by the public on the effectiveness of new systems being introduced within the department.

According to the statement, the slight delay recorded during the last three weeks, apart from being part of the transition phase from old to new system, could be attributed due to procedural change introduced by the LTD whereby car dealer representatives were requested to bring their respective Notice of Vehicle Inspection (NOS) to the Vehicle
Inspection Centre for engraving.

Once the Vehicle Inspector has inspected the vehicle(s) and issued Section 7 of the inspection results, only then can the representatives get the vehicle licence at counter 17 in the LTD headquarters. .

This is different from the previous practice whereby the vehicle licence can be paid and issuance of the Vehicle licence can be made at the Vehicle Inspection Centre itself.

The statement also noted that the time taken for the representatives to queue up at counter 17 may have been one of the contributing factors to the delay.

However, the statement added, such procedures are deemed necessary for proper processing according to the system requirements as outlined by the procedure for vehicle licence issuance which requires the NOI to he recorded first before issuance.

As a means of tackling the matter at hand, the LTD is inviting representatives from car dealers to attend training sessions to improve system usage and processing efficiency.
The department also reminds the public, especially its customers, that one of the important requirements for timely processing of applications is to ensure full and complete submissions of all necessary materials for the process of car registrations to run smoothly, a process whose checklist of requirements is outlined in the application form in the system.

The department in its efforts to improve its capacity on the use of the system and processes, has been conducting training programmes as well as continuous on-the-job training for its officers and staff since the launching of the project, the statement added.

The department is also planning to arrange roadshows and/or training in due course to familiarise the public with the new system and therefore, reduce waiting time

At this juncture, the statement added, the department is advising the general public to also make pro-active enquiries about any applications that may have been delayed by approaching any staff on duty at LTD offices.

For car dealers, enquiry could also be made directly at enquiry sections available under the public domain, it added. It also pointed out that, at the same time, LTD is seeking cooperation from car dealers through Brunei Automobile Traders Association (Bata) to help ensure a smooth transition by working closely with LTD.

In a separate matter, the statement recorded, based on the system performance chart, it appears that most applications have been processed and approved within a reasonable time frame.

Out of 1,730 applications recorded from April 1 to May 25, a large percentage (over 94 per cent) were approved while the remaining small percentage are still awaiting approval for some reasons which are not system-related. Only 26 applications or 1.05 per cent are processed beyond 10 calendar days; record indicated various reasons for the delays which include delays in sending the vehicle for inspection by the car dealers/applicants themselves after obtaining approval from the department. -- Courtesy of The Brunei Times
