Acting Minister Gives SPIN To
Health Services

Begawan - The Ministry of Health has made it a strategic goal
to ensure all health services and treatments are of excellent quality
achieving the world standard, which provides satisfaction and
confidence to all its customers that comprise residents and the public
in general.
This was stated by the Acting
Minister of Health, Pehin Dato Paduka Awg Hj Hazair, in his speech
during the launching ceremony of SPIN & "Simposium Bersama Memeduli
Abiskita" that took place at the Civil Service Institute in Rimba.
SPIN stands for "Skim Penjana Idea
Innovative NonFormal" or "Non-Formal Innovative Idea Generating
Scheme", while "Simposium Bersama MemeduliAbiskita" stands for
"Together Caring About You Symposium".
Also present at the launching
ceremony were Permanent Secretary at the Ministry of Health, Dato
Paduka Awg Hj Serbini bin Hj Ali, Health Services Director General
Datin 'Paduka Dr Hjh Intan bte Hj Md Salleh, Medical Services Director
General Dr Hj Effendy bin POKSM Dato Seri Paduka Hj Abidin, and other
senior officials from the Ministry of Health.
The chairman of the ceremony, Hj Mohd
Salleh Hj Mohiddin, Senior Administrative Officer at the Ministry, in
his welcoming speech said that SPIN is a suggestion scheme where all
officers and staff from all levels are able to take part in
contributing new and creative proposals to better various aspects of
duties and responsibilities.
Meanwhile the symposium, which was in
line with the Quality Control Circle (KKC) project, was held to answer
the call made by the Deputy Minister of Health to speed up the
implementation of projects under the KKC.
Yesterday, some six KKC groups
elaborated on projects in the Paediatric, Internal Medical,
Obstetrics, Pharmacy, Dental and Community Health divisions.
The Acting Health Minister in his
speech said that excellence in services that they hope to achieve is
not something that is impossible.
"With the current financial resources
and manpower, if it can be planned carefully, managed vigilantly and
utilised to the maximum and carried with innovative ideas, the
excellent services to the public in general would be achieved," said
Pehin Hazair.
"CEOs, administrators, specialists,
doctors, nurses, midwives, health workers, pharmacists, radiographers,
medical engineers, finance and logistics officers, building engineers
and technicians, officers and lab assistants, staff members, drivers,
telephone operators, 'dobhi' workers and cleaners and others are all
important components that play their own roles in producing excellent
and high quality health service and patient treatment," he said.
The Acting Minister also said that
the key to excellence is a "continuous improvement" culture that would
increase organisational effectiveneness, staff skills and morale as
well as to improve communication between staff and administrators.
He said continuous improvement could
be implemented by accepting innovative ideas that either come from the
top or the lower ranks.
"No idea is a stupid idea," he said.
"All suggestions and proposals must be accepted as constructive
suggestions to evaluate its priority and implementation."
According to the Acting Minister, the
Ministry of Health introduced SPIN based on the Innovative Quality
Circle (IQC) and Work Improvement (WIT) methods practised by many
organisations to encourage continuous improvement.
Pehin
Hazair said SPIN, just like programmes under IQC and WIT, encourages
participation and contribution of ideas from staff towards enhancing
and improving work environment, productivity and work quality.
"Through programmes such as this,
staff members could feel that their ideas, suggestions and proposals
are acknowledged as part of the organisation's and that they have
control over their work environment.
"This method could break open the
barrier between the top and lower ranks," he said.
"As part of the organisation, we must
create a line of communication and foster a relationship by holding to
the concept of `relying on each other' and `not being infallible'," he
added. "We must all be positive in accepting constructive ideas and
