More Comprehensive Plan Needed For
Waste Disposal

Begawan - A systematic approach is needed to solve the problem
of overflowing garbage at collection points as well indiscriminate
dumping by litterbugs.
Residents of Perpindahan Kg Rimba
said people need to be taught to throw rubbish inside bins instead of
hurling it out of their car windows or placing the garbage outside the
bins.
"The overflowing rubbish is caused by
people throwing it anywhere they like near the collection point and
not in the bins provided," they said.
Another resident called for rubbish
to be collected from the houses to prevent indiscriminate dumping.
"The service can either be free or at a nominal fee per month. The
service must be provided to ensure a clean environment," he said.
He said it is useless to frighten
litterbugs by placing surveillance cameras at places identified to be
illegal dumping points.
"They will look for another
convenient place to throw their rubbish. They will keep finding new
places to pollute if cameras have been installed in previous dumping
grounds. Hence the need to collect rubbish from houses to safeguard
our environment," he added.
Another resident said a comprehensive
programme for managing garbage needs to be developed.
"A study showed that 58 per cent of
the city's household, commercial, and industrial waste can be
recycled, 24 per cent incinerated and only 18 per cent to be deposited
in a landfill. By collecting garbage from homes, the waste can be
transported to a centralised sorting plant.
"By doing this, the number of
landfills can be considerably reduced and the problem of contaminating
groundwater will be lessened. Once groundwater is contaminated, it is
extremely expensive and difficult, sometimes even impossible to clean
