By Azrol Azmi & Zalm Zaini
Bandar Seri
Begawan - The 2nd regional workshop on `Human Resources
Development for Sustainable Development on Fisheries in Brunei
Darussalam-Indonesia-Malaysia-Philippines East Asian Growth Area (BIMP-EAGA)
Region' drew to a close yesterday.
The workshop - organised by the
Fisheries Department of the Ministry of Industry and Primary Resources
- commenced on November 8 and was held at the Holiday Lodge in
Jerudong.
It focused on priority areas for
Human Resources Development (HRD) in support of fisheries SMEs - such
as community empowerment, coastal fisheries/ resource management,
traceability in pre and post harvest, marketing systems, SME business
planning, responsible techniques for capture, aquaculture and post
harvest processing on resource potentials in the region's waters, and
safety of life at sea.
The workshop was in-line with the
project launched by SEAFDEC in 2005, under a project entitled `Human
Resources Development for Sustainable Development on Fisheries in
BIMP-EAGA Region with the support of Asean foundation through Japan-Asean
Solidarity Fund' to enhance human capacity, bridge the development gap
and promote the exploitation of underutilised resources in this
region.
The project comprises three main
areas of HRD in fisheries, which are marine capture fisheries
(sea-based), aquaculture and post-harvest technology (land-based).
The project aims to develop human
resource capacity of the relevant government staff by mobilising
existing sub-regional works and exchanging experiences among the
target countries in planning and conducting of HRD activities,
particularly targeting of SME sector.
It is expected that after a series of
HRD activities, government staff would gradually develop their skills
and interpret appropriate fisheries information when formulating
activities supporting fisheries SMEs and promoting future sustainable
fisheries development to meet their national priorities.
The objective of the workshop was to
discuss the outcomes and achievements of each activity and identify
future follow-up actions in relation to HRD and related issues, to
discuss and identify future follow-up actions and to identify lesson
learned and policy recommendations.
