Seminar
By Azlan Othman
Bandar Seri
Begawan - The Public Services Department (JPA) will play host
to an international Eastern Regional Organisation for Public
Administration (EROPA) seminar next week.
Awg
Hj Rosli bin Pehin Dato Hj Mohd Salleh, Secretary to the event's
organising committee said the seminar would promote information
sharing on good practices and conduct in public administration and
management within the region, develop an appreciation of the value and
importance of effective and efficient public administration as well as
develop and promote the study of public administration.
It would also foster cooperation,
communication and understanding among organisations and individuals
having an interest in public administration and develop leadership
qualities and management expertise, he added.
His Royal Highness Prince Hj Al-Muhtadee
Billah, the Crown Prince and Senior Minister at the Prime Minister's
Office, is expected to officiate the opening ceremony on November 14
at the International Convention Centre.
The seminar will be preceded by the
52' Executive Council Meeting on November 13. This year's theme reads
` Modemising the Civil Service in Alignment with the National
Development Goals".
The theme was chosen to align with
the Prime Minister's Office strategic themes to "Modernise the Civil
Service". This is in light of the changing organisational environment
that realised the weaknesses of traditional public bureaucracies, the
needs for liberalisation for public sector management, the pressure to
provide good public governance and the rapid development of
e-Government to facilitate the achievement of good public governance,
said Awg Hj Rosli.
The sub-themes to-be tackled in the
workshops are "performance management and governance", "enhancing
integrity in the public service", "building partnership for public
service delivery", "e-governance and capacity-building towards a
modernised civil service".
The Eastern Regional Organisation for
Public Administration (EROPA) is an organisation of states, groups and
individuals in the general Asia Pacific area. The organisation came
into being in 1960 in response to a common desire among developing
countries to promote regional cooperation in improving knowledge
systems and practices of government administration to help accelerate
economic and social development.
Key players of public administration
are expected to be present at the seminar to discuss capacity-building
issues of civil service and will provide a platform to address the
civil service reform issues related to socio-economic governance and
management of public enterprises in the implementation of national
development goals.
The seminar will be conducted in five
plenary sessions in accordance to the subthemes chosen. Concurrent
sessions will be held after the plenary sessions.
Meanwhile some 300 local participants
from several ministries, departments and institutions and individuals
are expected to attend the seminar.
Registration is still open for all
who wish to participate regardless of whether they are in the
government or private sector or individuals.
