Leaking pipe needs urgent repairs

This leaking pipe shown above is situated at Jalan Batu Satu and has been producing 'spring' water since early last year - or perhaps even longer than that! It's pretty sad that nobody cares to rectify the problem. Can the authorities please take proper action and take this matter seriously? While tonnes of water have been wasted here, some other areas have not been getting enough supply of it.
