Joint Legal Offensive On
Cyber-Crime
By M K Anwar
Bandar Seri
Begawan - Laws and legal action to deal with the emergent cycle
of cyber-crime in the region are now under serious consideration among
legal experts in Brunei, Singapore and Malaysia.
On Thursday nearly 200 officers from
the Attorney General's Chambers of Brunei, Singapore and Malaysia met
and discussed in Singapore ways and means to bolster close legal
cooperation, Singapore's Deputy Prime Minister who is also the
Minister for Law, S. Jayakumar addressing the gathering said there is
a need to harmonise the substantive criminal law to fight cyber-crime.
This is vital in particular "to
reduce data havens and deny cyber-criminals the opportunity to carry
out their activities in third states where such conduct is not yet
criminalised, the minister noted.
"It is natural that our countries
learn from each other's experiences when we draft fresh legislation or
when we undertake law reform," he said.
"Instead of trying to re-invent the
wheel, if one of us has recently embraced on an area, it helps the
other to find out how we did it, how we drafted the legislation, how
it is working to avoid the pitfalls," he added.
The Head of International Affairs
Division at the Attomey General's Chambers _ in Brunei, Pengiran
Kasmirhan was quoted by Channelnews Asia, as saying that the whole
idea in cooperation is not only through formal and informal events but
social gatherings. He also hopes to establish a stronger relationship
among the three AGC.
Malaysia will next year be the host
of the meeting. Azailiza Mohd Ahad, the Head of the International Law
Division at AGC in Malaysia was quoted as saying: "Rather than just
looking at laws, we also have to make sure that we understand why they
drafted the laws in a certain manner. --
