By Za'im Zaini & Amin Hosni

paper will be over as one of the initiatives under the e-Education
plan, the e-Learning project “The Design, Verification,
Commissioning, Implementation and Maintenance of e-Learning Systems
and Strategies, MOE/EGOV/ICT/002-2/2004”, was signed yesterday
between the Ministry of Education and Yi Ecomodern Solutions Sdn Bhd
at the Chancellor's Hall, Universiti Brunei Darussalam (UBD).

witness the signing ceremony was Dyg Hjh Norjum Hj Yusop, Deputy
Permanent Secretary (Corporate Services), Ministry of Education.

was Mr Lim Jock Cheng, Director of ICT. Also in attendance to
witness the event was Dr Yong Chee Tuan, Project Manager.
Meanwhile, signing on behalf of Yi

the surah al-Fatihah and a doa.
A welcoming remark was delivered by
Dr Yong Chee Tuan, who spoke on the project. This was followed by
the signing ceremony and a project presentation by YI Ecomodern
Solutions Sdn Bhd.
Among the main objectives of the
e-Learning project is to deliver the benefits of using Internet
technologies to enhance learning environment through a learning
management system platform.
The effective implementation of
e-Learning to all A-Level, technical, vocational and nursing
colleges, as well as the Institute Teknologi Brunei (ITB) and UBD,
will help students to develop greater confidence and ownership in
developing digital literacy.
Teachers and lecturers will be
encouraged to adopt these easy-to-use authoring tools and to create
contents, which can be readily distributed, reused and modified.
The project also aims at installing
an instructional design facility to catalyse the authoring and
collaboration of contents.
Awarded to Yi Ecomodern Solutions
Sdn Bhd, the one-year project will implement four subsequent years
of maintenance and support. This project is expected to bring in
international best practices and e-Learning expertise, particularly
from Singapore, the USA, India and Pakistan.
Regionally, effective use of
e-Leaning is still very much at an early stage in many schools and
colleges. However, by the end of the implementation period, the
Ministry of Education will perhaps gain a milestone in terms of the
early adoption of a standardised learning management system across
the government higher academic institutions in the Sultanate.
E-Learning programme is one of the
five pillars of the e-Education plan. It was crafted in 2004 in
conjunction with the 81 NDP e-Government initiatives. Having
considered the potential benefits and challenges, the relevant
projects under the e-Education plan were endorsed and approved by
e-Government programme executive committee (EGPEC/EGSPEC) in
November 2004. Since then, several pilot studies and Learning
Management Systems (LMS) were implemented to explore the promises of
using ICT to support learning and teaching. -- Courtesy of Borneo
