Begawan - The opening ceremony for the 12th Executive
Development Programme for Senior Government Officers took place
yesterday at Universiti Brunei Darussalam (UBD) and was officiated
by the Vice-Chancellor of UBD, Dato Paduka Dr Awang Haji Ismail bin
Haji Duraman, who was the guest of honour at the event.
This is the 12th time the executive
development programme has been offered to selected senior government
officers from the Brunei Public Service.
It is sponsored by the Public
Service Department under the Prime Minister's Office, and UBD has
been commissioned as the agency conducting the training programme
with the assistance of other government agencies.
The programme will run from January
21 to April 27. Fifteen senior government officers will participate
in it.
The programme is specially designed
for Brunei senior government officers with the objective of further
enhancing their knowledge, thus preparing them to be effective and
visionary directors and heads of departments in the 21st century.
It is also a requirement for
confirmation in the post of Director and/or Head of Department or
its equivalent.
Full training involves duration of
14 weeks, including one week of orientation, 10 weeks of intensive
lectures and seminars, one week of overseas study trip and two
weeks' preparation for group project discussions and presentations.
A signing of a Memorandum of
Understanding between UBD and the Public Service Department was also
held yesterday as part of this co-operative endeavour. It also
signified a more concrete and solid relationship between the two
agencies, which would cooperate in joint training activities, joint
research activities, exchange of information between both agencies
including, but not limited to, the exchange of library materials and
research publications.
Signing on behalf of the Public
Service Department was the-Director-General Awg Sa Bali bin Abas,
while signing on behalf of UBD was the Vice-Chancellor Dato Paduka
Dr Awang Haji Ismail bin Haji Duraman.
The Vice-Chancellor, in his speech,
spoke of work experience and new knowledge as a guideline to achieve
efficiency, effectiveness and customer satisfaction in providing
public service and thus, it is hoped that this programme would be
able to offer the participants additional knowledge and attract
their interest to new areas.
The Executive Development Programme
was initially designed for a selected group within the Brunei civil
service, but has since been opened to other senior government
officers in the public sector.
It aims to share knowledge with
participants about contemporary approaches and practices in the
areas of public policy, public management and governance, to teach
officers contemporary approaches, knowledge and relevant skills for
conceptualising and analysing public-sector problems and issues in
general, as well as to enhance understanding and increase know-how
in the areas of performance management, strategic and change
management and e-governance in a dynamic and changing public sector
environment.
In the last four years, senior
government officers from Cambodia, Laos, Myanmar and Vietnam have
