Stern Action Against Abusers In The
Military

Begawan – The Ministry of Defence and the Royal Brunei Armed
Forces (RBAF) will take proper, strict and stern actions against
members who have contravened the military rules.
This is the policy and administration
of the Ministry and RBAF to always give a priority to high discipline.
The fact that without discipline, any
defence institutions will not be functional and able to face any
future challenges more effectively and successfully.

Major General Dato Haji Awang Halbi, the Commander of the Royal Brunei
Armed Forces, highlighted this matter at the opening of the building
of the Military Legal Unit, Directorate of Personnel and
Administration, Ministry of Defence and Court Martial Centre of the
Royal Brunei Armed Forces yesterday morning.
Pehin
said according to general knowledge, the military personnel and
specialists in the military management, not everyone were born brave.
But high discipline would enable it
to add to the number. With this, the Armed Forces has given the
priority that discipline become a main quality for military personnel,
while courage comes second.
Towards this, he said, several laws
and regulations, which were supported by firm and strong management
structure as enforcement machinery, have been established and will
continue to be practised by the Armed Forces.
“Such efforts, however, will not stop
there,” Pehin said.
Apart from upholding the importance
and the high level of discipline, the Armed Forces also realises that
punishment which are too harsh or over board as well as not balanced
is the cause of a decrease in the fighting spirit that lead to defect
in executing the institution's main role.
For this, the military law system
will constantly move with balanced action where the defendant will
receive a fair and just punishment while those who give the sentence,
will make a fair and just sentence.
They main role of the unit is to give
service on law counselling for Ministry of Defence and Royal Brunei
Armed Forces in accordance with the Royal Brunei Armed Forces Act. The
service will also give advice on international law.
The unit with the cooperation of
Attorney General Office has adopted several additional rank of law
which among others to update and enhance the military discipline
system more effectively inline with the current changes and needs.
The Unit is also working together
with Military Forces and Directorate of Operation and Planning in
adopting a draft on rules of engagement.
The rules of engagement are vital as
a guideline not only to decide the effectiveness of action taken but
also to protect the personnel from law.
The Unit is being administrate by
several officers with qualification in law and responsible in the
field of military discipline system, court martial, international law
and administration. --
