Heads of department align goals with national development plan

An "Alignment Workshop for the Heads of Department" opened yesterday afternoon at the Civil Service Institute in Rimba, Gadong.

The objective of the workshop was to know the efforts, alignment techniques, vision, missions/objectives, and activities of various ministries and government agencies in line with the 8th National Development Plan (NDP).

Dato Paduka Hj Awg Hazair bin Hj Abdullah, the Permanent Secretary at the Prime Minister's Office as the guest of honour declared open the workshop.

He said that the civil service was the government's administration machinery to implement the policies, visions and objectives towards progress, development, prosperity, peace, stability and the welfare of the people and the country.

"Realising the nature and the role that are given to the civil service, it is our responsibilities as the leaders in government agencies or departments to ensure each objectives, hopes, and visions of the government be implemented in an organised, effective and efficient way.

"The responsibilities of the implementation of the government's visions and objectives do not solely rely on a specific agency or department but it is the responsibility of all the government agencies whether directly or indirectly for the full implementation.

"Therefore, in order to achieve the government's visions and objectives, the commitment of all the government agencies and departments is needed. The efficiency and the success rely on the combined co-operation and coordination of these agencies and departments."

Dato Hazair also announced several new rules and directions for the civil service in a bid to make it more effective, efficient and innovative.

These include the 100 hours of training per year for the officers and staff at all levels to improve their skills, work quality and knowledge specially in moving towards the e-government which requires a change in mindset, new work culture and ICT applications.

Other than that, a computerised attendance was recently ordered by the Prime Minister's Office to give an accountable and more systematic attendance record.

The two and a half day-workshop was organised by the Management Services Department and ends on Wednesday. It is conducted by David Hurren of Hurren Barlow International, an international consultant agency.

The workshop's outcome is to have a clear view of what a strategic plan should contain and the participants should have departmental goals aligned with the 8th NDP and they also have to write a draft of strategic and operational goals for 2003.
