Exercise
By Za'im Zaini
Bandar Seri
Begawan - bRoyal Brunei Armed Forces (RBAF) held a debriefing
on the "Hikmat Bersatu 11" (HB2) Exercise at the Dewan Pahlawan of
Bolkiah Garrison for key personnel involved in the exercise earlier
this week. It focused on lessons learnt from the exercise,
identifying capability gaps and recommendations for future
improvement.
The main debriefing was conducted
by Lieutenant Colonel Hj Abu Bakar bin Hassan in his capacity as
Exercise Director, a press release from the Ministry of Defence
stated yesterday.
The exercise tested the doctrine
and procedure of joint operations, assessed the operational and
tactical procedures of RBAF, validated the capability gaps of RBAF
in handling the Humanitarian & Disaster Relief Operations (HADR Ops)
and tested the RBAF C41 capability.
It also tested RBAF
interoperability with other agencies, and highlighted RBAF's role in
providing relief assistance during a crisis.
The conduct of the exercise tested
the overall capabilities and procedures, whereby weaknesses and gaps
were identified for further improvement. The exercise provided a
valuable experience for RBAF to confidently move forward in
improving and equipped them to effectively respond to any potential
and future disaster in the country.
Prior to achieving this, the RBAF
will be addressing some of the arising-gaps by pursuing enhancement
of its capacity and capabilities, review of the SOPs and relevant
procedures, which will be subject to further tests by all units
concerned to ensure its effectiveness and reliability.
This exercise witnessed the
involvement of relevant government agencies, in which
interoperability between agencies was put to the test. Agencies also
expressed their gratitude for the opportunity to be a part of the
exercise, as they had acquired valuable experience in handling
humanitarian air and disaster relief operations.
Apart from involving all units of
the RBAF, a number of government agencies such as the Royal Brunei
Police Force, Fire and Rescue Department, Community Development
Department, Temburong District Office and National Disaster
Management Centre also took part in the exercise.
The exercise was held from February
5 to 7, 2007. -- Courtesy of Borneo
