Licence Required For VoIP
Providers

Industry of Brunei Darussalam, AM, is concerned with the increasing
number of call centres and resellers of telecommunication long
distance call services mainly through Voice over Internet Protocol (VoIP),
which are popularly rampant in the country.
VoIP
involves making a phone call using the Internet rather than using
the traditional circuit switch telephone network. There are three
ways of making a phone call using VoIP: personal computer to
personal computer, phone-to-phone and PC to phone or phone to PC.
The networks involved in the
implementation of the VoIP services can be the public Internet, the
managed IP network of a service provider or a combination of both.
Consumers will benefit from additional choice of voice services by
IP Telephone, innovative multimedia content, applications and
services using IP-based technologies, e.g. integrated voice and
video services. To fulfil one of AiTi',s key thrust areas to help
make the local telecommunications and ICT industry more vibrant and
competitive for the overall benefits of consumers, AiTi plans to
hold a dialogue with representatives of VoIP call centres and other
concerned parties on the regulatory and licencing requirements to
operate telecommunication services in the Sultanate. It will be held
on December 27 at 9 am, at the Orchid Garden Hotel in Kampong
Anggerek Desa.
Under Section 33(1) and 33(2) of
the Telecommunications Order, 2001, unlicenced operators are liable
to a fine of $100,000, and imprisonment in addition to a further
fine of up to $10,000 a day for continuing offences.

industry understand the regulatory concerns of VoIP services, AM is
also floating a public consultation paper , on VoIP downloadable at
