Enhancing Public Administration

Begawan - Fourteen senior government officers from various
ministries are participating in the Development Programme for
Government Middle Management Officers officially launched yesterday.

Vice Chancellor, said changes in this year's programme came from
feedbacks in the past year.
These include more forum sessions on
the subject of integrity in public services, issues on good governance
and a study visit to an Asean country.
Jointly organised by the Public
Service Department, Prime Minister's Office and the Faculty of
Business, Economics and Policy Studies, UBD, the full time programme
of eight weeks consists of three major inter-related courses namely
Public Administration and Management (PAM), Development and Project
Management (DPM) and Effective Public Managerial Skills (EMS).
Speaking on public services,' Dato
Paduka Dr. Haji Ismail Bin Haji Duraman stressed that Brunei
Darussalam needs public services that are good and efficient,
especially in the era of development.
One of the fundamental components
that play an important role in providing efficient public services is
the Middle Management Officers, he said.
Middle Management Officers not only
look after the task done by their subordinates but also have the
responsibility to, collect input and feedback from the lower level and
report them to the superior in order to make improvements that would
justify the increased budget expenditure, he said.
On the need to improve the knowledge
of Middle Management Officers, the UBD Vice Chancellor felt it is
relevant to continue organising the Development Programme for
Government Middle Management Officers in the hope of raising the
awareness and effectiveness of officers in handling dynamic
situations.
He hoped participants would take the
opportunity to increase their knowledge and then pass it on to other
officers within their organisations.
Awang
Haji Mohammad Taib Bin DH Haji Abd Wahab, the Acting Deputy Director
General of Public Service, said two police senior officers are among
the 14 participants in the programme.
He said they would be going on a
fiveday study trip to one of the Asean countries to expose them to the
context and background in the public sector's administration. The
theme for the visit is "Integrity in Public Services".
The programme aims to impart
up-to-date knowledge about contemporary approaches and practices in
public administration to enhance their understanding about the
management and organisational environments and to teach relevant
skills to enhance the understanding of public sector problems and
issues and to increase competencies to implement more efficiently and
effectively the public sector programmes and projects. --
