HR 21 Launched To Boost Human
Resources Management

Begawan - The HR 21 of the Ministry of Development was
launched yesterday at the Dewan Bertabur at the ministry's building.
The guest of honour who launched the HR 21 was the Minister of
Development, Pehin Orang Kaya Hamzah Pahlawan Dato Seri Setia Awang
Hj Abdullah.
In his welcoming remarks, the
co-chairman of the event, Awang Haji Mohd Rozan bin Dato Paduka Hj
Mohd Yunos, Permanent Secretary (Administration & Finance) of the
Ministry of Development, said "the HR 21 system is dynamic where its
usage can be widened according to current needs and developments".
The HR 21 is a system designed and
developed in-house through the combination of ICT and elements and
methods as well as approaches that are required in the 21st century
to ensure that human resources are an important factor in the
success and strength of an organisation.
The strength of HR 21 is that the
system is agile with the ability to deliver data within a variety of
scope in tandem with the e-government initiatives.
The system is a cross platform
database application known for its combination of power and ease of
use. It is a dynamic platform with the flexibility to evolve with
time, environment and requirement. Its features include a powerful
search engine; efficiency in managing data; high capability of
maintaining data integrity; hi-tech data security and user friendly.
It is a corridor for easy access to information and provides top
level information.
Administratively, the system is
highly capable in role mapping. The modules of HR 21 cover Human
Resources Management that include employee profile, Manpower
Analysis and Established Posts Budget; Human Resources Development
which include training and development; and Human Resources Planning
that include recruitment and selection, turnover analysis, career
progression analysis and succession planning analysis.
After receiving the password for HR
21 system, the Minister of Development tried the HR 21 system by
going online. He also viewed an exhibition on the new system.
The HR 21 was implemented to
overcome the mismatch of human resources, where skills and duties
assigned do not match, as well as the lack of analysis or data that
can be obtained in a short period to make decisions.
In his speech, the Minister of
Development said, "Whether we want it or not, we have to face the
reality where there is an increase in bargaining power and choices
for clients which pose a greater challenge to the Ministry of
Development."
He spoke of issues pertaining to
skills such as work management, decision-making, human resource
management, communication skill and leadership. Thus focus should be
given to developing these skills. "Our main challenge is how to
develop the skills which are suitable to the needs of an
organisation or individual."
"I believe if this challenge can be
overcome, the Ministry of Development can become an 'organisation of
first choice', where the ministry will become the main choice in
implementing the nation's physical development."
The minister also reminded
personnel of the Ministry of Development of its core values which
include trustworthiness, competence. resilience, being
knowledgeable, creative and innovative, integrity, patient and
courteous, productive and competitive, as well as leadership,
teamwork, and being committed and hardworking, prudent, caring and
loyal.
"The approach of thinking outside
the box needs to be used more frequently, and not be tied down to
beliefs and knowledge. We need to have the ability to see any
problems from new perspectives, free from all preconceptions that we
possess. In a phrase, we have to always ask ourselves: Can we do
