Ministries Urged To Join
Excellence Programme

Begawan - The number of projects being entered for the Civil
Service Excellence Awards (ACPA) is falling, said Director of
Management Services Department Dyg Hajah Hindun Dato Haji Noordin.
The lack of knowledge on how to
nominate a project and not knowing how to prepare working papers for
submission is one reason, according to a research undertaken by
Universiti Brunei Darussalam, she said.
The number has fallen lately, even
though there have been efforts made by the Department of Civil
Service to ensure the required information gets across. It uses
radio and television promotions and does 'follow-ups' by putting
into a book the ACPA projects and passing it to all ministries and
government departments.
The findings, she said, is one
reason why a road show for the biennial 'Civil Service Excellence
Awards' programme was .held yesterday, in the hope that all the 12
ministries would take part.
The road show would increase
knowledge on ACPA and raise the number of participations from
ministries and government agencies, she said.
The event over the years has
promoted a positive culture that has helped in the enhancement of
the practice of service excellence in the public sector.
The awards categories are service
delivery and finance.
In 2002 a Gold Award was given to
the Fisheries Department. Its project 'Establishment of Broodstock Development Centre' helped to
stabilise a consistent supply of quality Broodstock. A silver medal
was given in the same year to Road Works Department for coming up
with a policy and plan on a toll collection system at Rasau to
improve travellers' convenience.
The road show began with a
welcoming speech from Director of Management Services, Dyg Rajah
Hindun bte Dato Hj Noordin. A briefing related to the 'Civil Service
Excellence Awards' programme followed.
There was a showcase of past
award-winning projects, including the silver awardee, "Strengthening
Brunei Darussalam's national food security in poultry" from the
Agriculture Department, Ministry of Industry and Primary Resources
for 2004 in the services category; the project "Implementation of
IQRA System in `Celik' Al-Quran in Brunei mosques" for Imrah
Division, the Mosques Affairs Department, Ministry of Religious
Affairs for 2006 in Services Category, and Project "Nature Friendly
Practice" from Department of Environment, Park and Recreation,
Ministry of Development for 2006 in the Finance Category.
The road show was aimed at ensuring
participation from the ministries in future Civil Service Excellence
Awards' programme.
The 'Civil Service Excellence
Awards' programme is meant to give incentive or to encourage
government agencies that make efforts to improve and renew more
innovatively.
The Director of Management Services
hopes all government agencies will participate and benefit from the
